You don't need headlight washers, if they aren't fitted they can't fail them.. Hence why they are a grey area. Projector lenses is just so you don't look like a pillock a blind every other driver on the road..

Cup Shocks (or Konis) and Cooksport Springs is the cheapest and best way to go unless you spend £600+ on coilovers! Even then I'm not sure..

Apex do not give a 60mm drop. More like 40mm.. Ride comfort will knock your fillings out.
Cooksports are lower on the front very slightly but same on the back.. But the ride comfort is slightly stiffer then standard..
They are a 'race' style pad, they aren't really designed to be used at cold operating temperatures.. Hence why the braking effort is poor. Once you have heat in them they will be fine.. That's all it is probably..
I think you'll find it's a 'grey area' which means if the MOT tester is an anorak then you might be in for trouble, most of them don't know the difference between a tealite and a halogen bulb which means you'll probably be okay.. I have never had a problem.
The clock surround on a cup race dash is riveted on, few drilled holes and you can move it, fill in the holes the other side, bit of plastic weld and a flock and you'll be okay..

You don't care what the car handles like? If you just want it low but don't care about handling then cheap coilovers will be okay, but nothing is going to be comfortable, it won't be bad but it'll be stiffer otherwise itll bottom out. But lets face it, the roads in the UK make any car a rough ride..
