nearly always faulty horn unit itself, seems to be prone to getting water in, best way to access is take the n/s arch liner out, then get a multimeter on it and get someone to press the horn so you can see if there is a feed. Or hook the horn up to 12v.
only other reason is theft, least you don't have to take off/hide and rub off the sucker mark from a factory fit sat nav and worry about it been in the glove box.
