Clio 172 phase 2 has to be the ultimate budget choice. Find me a car with similar performance and spec brand new and I'd have to pay well over 15k. I've just spent just under 2 grand all in (including purchasing and fitting a ss exhaust) on a car that needs no work for many many miles to come.
