I suggest bashing the back with a rubber mallet while rotating it round a bit at a time. Or grab both sides and pull back hard shaking it from side to side (making sure you dont pull the car on top of you).

Drilling out bolts drove me insane until I got a carbide drill which slices through the bolts as if they are made of cheese.

Your description sounds like wheel bearing.
With a wheel bearing it will get gradually louder and louder as you do a few hundered more miles. So this can be your conclusive proof - if you are daring enough to wait. IMHO they only need replacing when the noise is deafening.
It is probably worth checking out what the rear axle weights are for the other clio models, the springs off a 1.6, 1.9 or 2.0 L may be stiffer, there are various lowering springs too, e.g. Eibach.
Those won't fit. The clio has 4 wheel bolts per wheel and those have 5. The PCD is different too.

What tyres do people think I should use on the wheels I just bought for my clio?
They are 5x standard Renault 172 16" 7J alloys, all came with plenty of tread on the tyres but they are a bit of an eclectic mix.

ABS is not working on Clio II 1.6 16v and I noticed reluctor ring is missing, so guess this is the problem.
What is involved in replacing one? Local Renault dealer says they can order in the ring individually but want £165 for it fitted.

It was the rear bearing. I bought a bearing for £15 from a motor factor near where I work.
I found removing the old bearing a total nightmare and ended up paying a local garage to do it. Next time I shall buy a proper bearing puller rather than trying to extract it with a hammer.
I fitted a Bosal rear exhaust section to my car. Bosal also sold the mounting that for my car consists of a metal mounting that bolts onto the chassis with a rubber insert that the exhaust mount bolts/slides onto. The mounting cost about £6

The only advice I can add is everything unclipped fairly easily, it just required a bit of care and some small flat bladed screwdrivers to prise the clips apart.
It used to start at about 50mph, now it starts at 30mph.
It starts off as a fairly low pitched vibrating/droning sort of sound and pitch/amplitude then increases with wheel speed. There are lulls in the level of noise though, e.g. it’s very loud at 75mph, quieter at 80mph and very loud at 85mph.
