Control Panel > Administrative Tools > Computer Management > Disk Management
It should show there but you'll need to assign a drive letter and/or create a partition to be able to use it.

You could setup the most basic website with domain and hosting for a tenner or there's the other end of the spectrum running in to thousands.
Without knowing what you want it's a hard question to answer properly.
