No it can only be diagnosed by the Renault clip, some garages will have snap-on/sykes diagnostic tools but you need an expensive add on to read airbag systems.
If you want the air bags removing from the circuit (fitting buckets etc) then the fault has to be cleared before you can remove them. If the seat airbag has gone off then it may be the rear passenger inertia real sensor that needs changing. it could be anything and you cant find out until its...
ill put a a tenner on the throttle body unit , its cured by cleaning it out with carb cleaner happens to mine all the time, it happens because the oil breather vents into the elbow just before the throttle body

Scumbag works for renault or knows somone who works for renault they order your key from france attach it to a plip, program it with the CLip and voila they have a key that will open your car and start it.

easy, you need to remove the plastic surround inside the car , then under the car remove the exhaust heatsheild near the the gear arm (4 10mm bolts) undo the 4 13mm bolts that hold it in the car and the final 13mm bolt that holds it to the selector arm.
