like i said its most prob a air leak, a little hole somewhere in the induction side of things that when the power kicks in and it starts sucking harder it will suck air though and make a wistle, mine does it but it dont bother me, infact it sounds better imo

the bottom end in my ph2 is the same as the 8v 2.0 laguna engine from 98 iirc. not sure about the ph1 but cant see them using a old bottom end for the ph2 but a newer one for the ph1? not 100% but could help.
