its actually built into the UCH - you have to replace the complete unit. Have you checked to see if there is a live feed from the wire connecting to the air con control ? does the control unit work ?

common fault on mk1 172 clios and standard 98 - 2000 models. Renault actually did a re-call on these as the metal cables fray causing them splines to stick into the outer plastic casing giving a sticking effect. This eventually leads to the cable snapping.

Check to see if the breather casing at the top of the engine is cracked - sometimes the bolts holding the rocker cover on / oilbreather casing can come loose and cause that fault
