Do you actually need a static IP? The only other benefit is a slightly faster upload speed. If that's worth £15 a month extra to you then fair enough.

So far so good. It installed which is a good start. Just connected the phone and it's installing the various devices (Phone, Phone modem, Ethernet emulation and so on)

Part of the installation process is a "ring back" so you will need it connected to the phone by whatever method. Whether you then remove this "method" is down to you but Sky will soon start firing letters in your direction if it's not connected to the phone like during the first 12 months.

£1500... Part of me thinks that most of that cost is simply novelty factor. Like the Ipod there's better MP3 players out there but it's "cool", "trendy" and "different". For that amount of money you could get one hell of a PC based laptop.
