Yes they do go on the non wide-arch Clios - but it depends on offset, how much arch work you want to do and the tyre you use. I had 16s on my old 1.2 Clio (lowered a lot!) and it rubbed like crazy, gouging out chunks of metal!

Id be very surprised if a filter/exhaust etc (certainly on a NA engine) would make even 1mph/kmph of difference.

I wouldnt floor it at low revs (like 5th at 30 type low revs) - but for optimum acceleration in 1st, 2nd, 3rd, 4th, 5th and reverse (!) Id floor it if youre dropping a cog.
