P.S. Difficult to get real power for cheap on these cars. Tuning NA high-output 16v engines is expensive and its not like a GT Turbo where you can get power just by tweaking and a chip. Induction kits will lose power/torque at low revs/low speed.

Clio 16v/19 16v F7P engines are well known to vary in performace - even out of the box. Thats what a R19 tuner I know says - look at tests on the R19 16v: some give 0-60 as low as 7.4, but others make up to 10.0!!

Clio 16v should be quicker in a straight line on the flat out of the box. But many 16v owners find that due to the poor torque curve, they get beaten up hills.
Yes Lofty, its a re-mapable ECU and it has verniers for cam timing.

Doubt it will have any success. Theres a safety aspect to having visible speed cameras which is recognised by the new laws - and visble cameras have more of an effect in slowing cars down in one particular place.

Im not sure, but I think youd have to prove that the car had been maintained according to Renaults stiplations and criteria - which, if you were doing it yourself, would be difficult.
