Definitely go through insurance. That way it is all on your side, whereas if the other person reports it because he can't afford to fix his car it won't look good for you.

No. Negative first when removing, positive first when refitting.
It does make a difference Budgie as it prevents you shorting the battery if you touch a spanner from positive to the vehicle.

Check to make sure you've got the radio code as Chris said.
As for for the actual battery change, remove the negative battery lead first and when fitting the new battery fit the negative battery lead last.
Depends how they are tested. Some test stations use a decelerometer which is placed in the passenger footwell and tested by applying the brakes while driving. Other test stations use brake rollers that do not measure the weight. In your case it looks like the test station uses electronic brake...
Basically the equivalent of the deal I took out a month ago (1GB data package) works out a fiver a month more expensive. Think I'll pass until the 4g is rolled out more.
