Unbolt calipers from carriers and check all 4 sliders and slider gaitors (small rubber boots, pretty self explanatory) are not split as this can create the problem as it leaves sliders open to the elements.
If any are seized get a spanner, think its 15mm and try and work them left to right with...
First thing I would be checking is that the brake calliper sliders are free and greased. I had a very similar issue which turned out to be caused by this.
Also whilst there check general brake condition and that the caliper pistons are all free, check for signs of play in bottom ball joints...
Tbh I didn't find it that bad as I class it as a performance car, if I wanted fuel economy I'd buy a diesel.
The 197 is a slightly heavier car and short gear ratios don't help, apparently later ones had revised ratios but don't quote me.

Check the connections, does it jump start of leads or boost pack?
If not try bumping it in 2nd and if it fires up then it's a starter problem. Also make sure the alternator is charging once running.
Sounds like you have tbh, as long as the airbag or abs light isn't on can't see any problems regarding MOT but don't quote me on that cause there always changing the rules.
You need arms of a baby lol, they are a little tricky but make sure you fit a new set of bolts, springs and fire ring and make sure it's a genuine renault one
