The Argos things have no power to correct swirls.
You really need a Dual Action type machine such as the Porter Cable or Megs G220 to do any sort of paint correction, and even they make hard work of defects compared to a rotary, but are a easier to use.
If you get a suitable brush you can get inside the standard 182 wheels quite easily and clean them well without the need to remove them. Though removing them will allow you to polish and seal the inners.
I tend to SRP and EGP wheels twice a year and then maintain them with Poorboys Wheel...
Weekly wash after using a decent wax or sealant will need nothing more than a wash and spritz of QD.
Wax once a month or so less with high end waxes.
Polish once or twice a year if your wash carefully.

The Argos think wont do any sort of paint correction!
I would not jump on straight away with a Rotary, the Porter Cable D.A types machine will do the job and are a better bet for the beginner.
Ditch the UDS it's not that great. Infact it is fairly shite TBH!
Go for the Super Resin Polish and Extra Gloss Protection topped with a nice Carnuba Wax.
You may need something to use first with some more bite if the paint has defects that need correcting.
