A back street garage most likely won't have the correct tools or know the correct procedure for doing cambelt timing on these. We are specialists for a reason ;)

As above. Not only is it sensible as it is cambelt driven, but not only that if(when) the water pump fails and takes the cambelt with it, there will be no warranty to use as its part of the terms and conditions of the warranty that any associated items are changed!

Oil floats on water, so it may well have sunk to the bottom of the reservoir before your uncle syphoned it.
If you haven't run the engine yet(which I hope!) you can potentially get away with removing the reservoir and draining the fluid that in it. And giving it a good...
I wouldn't say it's s**t. It's very grown up, and is easily on par with the 1*2's, and being 4wd (albeit not true 4wd) the cornering speeds are still higher than the Clio.
