Timing belt is the cambelt, and needs doing officially at 72k/5yrs, but a lot do it sooner for peace of mind. It's an allday job so is expensive. The auxiliary belt is a different item and runs a number of components (there's a pic on here somewhere) and is recommended to be changed at 36k...
Know how you feel - mine had a few minor issues when I bought it that just take the edge off the excitement of buying it. But, if you take each one separately, there's nothing there that sounds too nasty......
Engine - get to a proper specialist for the cambelt work. Not cheap but worth it and...
That £270 quote would be for just the service, not the aux belt, as the Renault guidance was only to change these @ 72k when your car was new. Later, they changed the guidance to 36k. £600 for cambelt sounds about average from a stealer.
On the other hand, £120 for a timing belt in May is...
I'd go specialist if it's out of warranty. Not sure on price, but I think about £400 from Renault IIRC from on here, so prob £250-£300 at a specialist....?

Then I'd say it's a fair price given the miles, but it's worth trying for a few hundred less if it needs a cambelt, especially as it's overdue. In terms of the test drive, a couple of squirts of the gas in second gear will tell you all you need to know...

In terms of bargaining on price, it depends what it's up for. I'd guess at around £5000-£5300 for an '02' with low miles - more than that and you have room for manoeuvre. Anywhere near £5k is a decent price I'd say.

As an '02', the timing belt (and auxiliary) should have been done at 5yrs, ie sometime this year. It may well not have been, due to the relatively low mileage and if not they are both due, which will cost you somewhere between £450 and £650 depending...
