Reboring is where they clean the ctlinder bores iirc if you ahve heavy scourering.
Change the water pump.
Take it the whoel engine isn't coming out, just the head coming, off, crank shaft oil seals if the whole thing is coming out.
You can pick up 2nd hand engine esp 1.4's dirt cheap, but...
Would say thats the aux belt, mine does it on one fo the pullies, its a 10 year old car things go, the bearinhgs in the pully have prolly gone.
Try spraying the BACKS of them with WD-40, but do ti one at a time, i found the WD-40 is a temp fix and will last for a week or so cus its so thin...
Did you change the tensioner pully when you did the belt?
Does the noise increase/ get fatser when you sit still and rev the engine, if so its the aux belt, if not cambelt.
Fucked imobiliser or starter motor
Next time it does it try skmacking the starter motor (located on the rear of the gearbox) with a hammer and see if that helps.
If its the starter i have a spare RSi one kicking about somewhere
Undo nut, pull hard and it will come off the spindle, push back on at correct level and tighten nut, pushing the arm onto the spindle they are ment to be tight so they don't just spin round on the spindle.
You can get a wiper arm puller but they are for pussies ;)
I know, thats pricing stuff from Rally Design, thats calipers at £90+vat, can get calipers for £60 each from States, just waiting on a price for shipping
Need to buy all teh kit seperate with teh universal mounting brackets, and use the dynalite forged caliper, with discs, pads, hoses and calipers works out about £410, plus getting the brackets drilled out (unless you have a piller drill), mark used to sell them ready to fit for £360

You are thinking of mk1 ph2
Its the first of the bubbly girly looking clios
The early mk2 clios were RT's etc as my mate as a 1.2 RT new shape clio
Different on this engine to others, its till you can twist the belt through 45 degrees rather then 90 degrees on my engine, and it keeps repeating about getting it tensioned with the specialist tool
