you may get a good job for 80quid if he's doing it as a cash in hand job, and already has the paint in stock. most of the bodyshops i have used charge close on 80quid for supplies alone.
your best bet would be to test him with something like the spoiler, then if its crap you havent got to...
i dont mean go through the laquer, i mean just rough it up a bit, should be thick enough to take a good flatting down and a layer of primer. but like you say, completly personal preference.

i'd prob primer it as well, just to be one the safe side, as old paint can have a habit of reacting with cellulose.
If its just plastic bits it'll defo need plastic primering and flatting down. If there are any major chips , damage etc, a skim of bodyfiller will do the trick, and then sand...
looks tidy mate! i'd get the full kit opposed to springs, they'll fook you shocks otherwise. get colourcoding on the list and your done :)

dear god hope u're not planning on trying to sell this car to a poor undeserving individual. Air filters are there for a reason, end of. If u want the noise pay 25 quid for a second hand k and n or a max poo jobbie, better than fooking the engine.

i had mine redone by a bodyshop and it look worse than my attempt! so had it redone again by another bodyshop and look mint now. My bumper inserts i no longer have as the front bumper inset was smoothed, but they looked good! piccy :)
not hard to colour code yourself just takes patience as the preperation is key to an OE finish. i like to take the time to get the plastic as soon as possible. then i plastic primer, and then plastic filler primer. leave this overnight and then wet sand it smooth. then reprimer if necessary...

Handles and Boot Key Surround - anything from 150-500 depending on how good/overpriced they are
Lowering Spring Fitting - 40-80

i think they're good tyres, but wouldnt use them on a 172 as i think sometimes ive pushed them to their limits, and ive only got a 1.2.
in the dry - excellent. in the very wet - excellent. on anything inbetween - poor.
only way to do it is to have it done professionally or it'll look a mess. This ideally involves a metal plate and some filler and a whole boot repray (so not cheap) I've had this dont to my car, and even now i'm getting slight filler sag :(

It can be done without removing the tyres, but the hassle isnt worth it really. You'll spend ages masking it off and if you get any on the tyres its a pain in the ass.
