it comes off in 1 piece fairly easily, with the bumper on but the rear axle lowered down (2 18mm bolts)

yes it can, undo the lower ball joint and hub nut and pull the hub off the shaft pull off the old ring (if its cracked it will pull off by hand) and gentley tap on the replacement (grease it up)

you HAVE to grind them or they will squeal/potentially bind on, and you MUST remove the shims
