Depends what you're after really.
If you want a small hot hatch, the RS is probably about the best bang/buck out there. VTS/106GTi bit smaller but not much slower. Civics are more expensive and a little larger...
However, there's a hell of a lot of cars out there for not a lot of cash...

I didn't even get half way through a set of Paradas on my Ph1 which was driven hard everywhere, in about 18k. Swapped front>rear after about a year.
At the £28 a corner it cost me, if they lasted 6 months for the grip they give I couldn't really care :D

I love Parada's but with winter (and it's going to be a harsh one) around the corner, if these are your only/everyday wheels, go with the V12s !
I'd suggest it wasn't the timing belt as the engine would not be running for more than about 3 seconds after the bang...
Aux belt would be my best guess too...!
