There's a place called Heatons in bamber bridge on the corner of club street. They do many a classic car/kit cars but be advised they are fairly expensive but are really good. I have used them a few times when I have had my rear quarter scratched and a bumper respray on my old car.
Are you sure its wrapping film bud. there's a lot of crap out there that is advertised as wrapping film but ISNT. even with heat it will peel after a while especially if it goes through cold and hot phases.

mine did exactly the same the other week. turned the key to start and got a fast clicking noise, no attempt to fire or anything, sounded electrical. turned out to be a drained battery. booster pack to the rescue and it started fine first time. no problems since it had a good run to charge properly.
I wouldn't recommend that you do the front bumper or the rear quarter, especially petrol cap side as these are the places where the trimming is key and the heating/stretching needs to be perfect.
