wd40 or intensive tar remover. let it soak in for a while, then try rub it off. if not heat it up and it should come off by rubbing with your fingers.

If your paint is orange peeley or has overspray on it then it will feel rough and you can see it through the laquer after you have applied it. Best thing to do is to get a mild cutting compound on it and go over it gently to flat it down defore you lacquer it.
