Mine had exact same starting issue, was that strap. Strap itself was fine but the mountings corrode. Bolts and bolt holes clean up with wire brush attachment on drill fixed it
Worth removing and cleaning all the earthing points, particularly the large strap to the inner arch near the gearbox. Clean up the bolts and bolt holes too that mount it
Best bet is to remove the spoiler and gentle press the unit out from behind. You can prise it out from the front but risks breaking the edges.
Then when the units out it's easy to see the board and remove it
It'll be the board itself due to water ingress. Very common fault.
The lights themselves are NLA now so new old stock or good used command a premium if you can find one.

Had that on mine when I bought it, too fussy for me, and no point over the original. The later badge with rest removed for a clean look is my preference. But different strokes and all that
