I don't believe that is the case. There was a discussion on here before if you search for it. You can definately get brighter one's, my mates 182 is definately brighter and a bit more white than my 172's xenons.

I would take the front bumper off as well, when I did mine I ended up taking out the horn, fog lamp, and some air intake pipes. Would have been a lot easier just to take the bumper off!
