1.2 ecu anti tamper block, how do i get this f**king thing off

This is doing my head in, ive been told about the wheel at the back to turn, ive turn it up load, then down loads, and it doesnt do anything, so how do i get it off?

Just been outside and definatly did a 100% rotation of the wheel pulling it upwards (towards bonnet)

my one of these used to rattle like s**t! so when the garrage i go to did my head gasket, they put a new screw in and also tie wraped for good measure!
