172 cup, osr caliper sticking/rear bias valve?

First off, hello!

Secondly, my off side rear caliper has been sticking, I tried screwing the piston back into the caliper, wouldn't shift so assume the whole lot was seized.

Took it to the garage today, replaced the caliper, couldnt get oil to through when bleeding it, tested the old caliper and turns out it wasn't sticking.

So they've traced the problem to the rear bias valve, its moving freely, resting in the up position and only when pulled down were they able to bleed the brakes properly ( and fortunately replace my old caliper). When I picked it up they told me off for 'messing about with it' and removing the spring that attaches the arm to the axle...

They showed me this by spinning the wheel with the valve in its up position (brake was dragging) and then repeating it with the valve pulled down (wheel spins freely).

The internet tells me there never was a spring there, so that's a relief, but as I understand it, shouldn't pulling the lever down (giving the effect of an unloaded rear end) reduce the oil flow to the caliper, rather than releasing it? Does the valve need replacing? I'm generally confused by all this.... sorry.
