There's one thing that's certain, with no power assistance its going to make the steering a lot heavier. I can't imagine Renault would have fitted it even to the 172 Cups, which didn't have a/c, unless they thought it was necessary.
It was interesting that Renault chose to retain the hydraulically assisted power steering for the Phase 2 Clio Sports when it had an electrically assisted system that it could have fitted, supposedly because the hydraulic system has a lot better feel and feedback than the electrical system. But in the latest models its gone to electric because, supposedly, they sorted out the feel and feedback problems. Pretty much everyone's going over to electrically-boosted power steering. Its cheaper, simple, gets rid of the power steering pump.
So maybe what you could do was pull off the hydraulically-assisted system, including getting rid of the heavy power-sapping power-steering pump, and see if you can adapt an electrically-assisted system.
Get rid of the power steering pump. Get rid of the air conditioning like the 172 Cups. Change to an electric water pump (eg Davies Crag). And the only thing left for the engine to drive would be the alternator.
