A few engine rebuild questions

I'm sure iv read that ph1 exhaust ports are better/larger than ph2's

If you where to build a fresh f4r from scratch with a sensible budget would you always start with a ph1 head or can the same results be had from a ph2 with headwork and is that the only performance difference?

swings and roundabouts really, its not going to be a HUGE difference, but the phs1 vs phs2, phs1 is better IMO
