Accelerator pedal

Hi sorry if this is a noob question but when I press the accelerator pedal in my 172 it seems to go so far then I have to press it harder to make it go all the way if that makes sense? Is that normal? Its like it gets stuck.

Yes, normal.

It's the speed limiter override switch for vehicles fitted with cruise control/speed limiter.
