Adding pictures to iPhone from PC

Now I've done this before and it worked fine and I managed to make folders for photo's on the iPhone but now it wont let me.
When it's connected there is no tab for photo's on iTunes and going directly into the iPhone like a usb stick, it will only let me take photo's off and not add them.

Can any body help me out with this?
