Are 172 and 182 wheels the same size?

Not on about the offset etc, but how come 172 wheels have 195 tyres and 182's 205's?

Both 7j x16 the difference in tyre width is minimal so they can run either tyre on either wheel.

Yes mate there both 7j wide as i put 195 tyres on 182 wheels and vice versa putting 205 tyres on 172 wheels
