Best way to fill in exhuast cut outs

now im quite handy with body work, but im not an expert, wats the best way to fill theese in? plastic weld in a plate then filler/fibreglas?

i head credit cards work well then filler

need someone to comfirm that though

Couzens you hit the nail on the head mate.
dont forget to rough up the surface before fibre glassing.
