Black power steering fluid

I've noticed for a while now that my phase two 172 has a whine on cold start up and when turning to full lock in either a forwards or reverse gear. Having read some of the replies to similar issues I decided to do some investigating.
I noticed that the power steering fluid is black in colour and smells pretty awful . My question is. Is this a sign my pump is breaking down or could it just be that it hasn't been changed in a while?
If it needs changing what would be the easiest way to get into the system?

It should be cherry red, change it first as it sounds shafted.

Should be able to drain it from a hose or if there's a specific drain point...

Fill, lock to lock the steering wheel while running to bleed..
 
Is there a definite way of doing this as I'm reading through various threads and everyone seems to do it differently.
