Blowing fuses - Dial backing lights

Right, this fuse blew around a fortnight ago and the dial backing lights stopped working. Replaced that fuse and it was fine. Just the other day my dial lights stopped working again and I found that the same fuse was blown again. Put a new one in (ignition off) and it blew instantly! Any ideas what would cause this? That fuse is supposed to be 10A right? I cant think of anything there that would draw too much power?
 
Should you not have the ignition to 1 when changing fuses / connecting battery for this also?
