Bumper bolts!

Can't get the bumper off either my 172 or the 182. The problem is the bolt in the passenger side wheel arch under the lining. They both just keep turning.
Anyone got any suggestions in how to get the pains off?

it's just a speed clip, either hold it by hand or with a pair of pliers.
