Buzzing noise when ignition turned on

A friend of mine has just bought a 51 plate Clio dynamique. When you turn the ignition on (without starting the engine) there is a buzzing noise that seems to be coming from behind the dash near the stereo. The best I can liken it to is the noise of an electric razor. My 182 doesn't do it, anyone know what it might be?

dose he have air con? if so then it will be the little fan next to the interior light! it will happen to all in the end

if no air con i dont know
