Car keeps not wanting to start

my clio mark2 phase 1 1.2 grande,keeps struggling to start just keeps turning over. it seems to do it if youve just been in the car turned it off then got back in 10mins later! could this be spark plug leads or maybe it needs new plugs? Is this common if so what causes it?
