If you have cable then I would recommend a Dbox2 or Dreambox. I have had a Dbox2 for a while now and have just upgraded to a Dreambox. They have network ports that allow you to record to a network share, such as your PC's hard drive. It's a direct capture of the digital stream, so the quality is identical to the original broadcast. Once it's on your PC you can do what you like with it, edit it and burn to DVD. Cable broadcasts are 720x576 mpeg2 already, so it's possible to create a DVD with no re-encoding or quality loss.
