How do these work?

I'm trying to match a quote and they have offered a Cisco 877 Router and Cisco 2811 Security Bundle with AIM-VPN-EPII-PLUS, Advanced IP Services, 64F/256D.

Is this just a licence pack? to unlock the features on the Router? or an upgraded IOS?

Advanced IP Services is the upgraded IOS for a router.
