Clio 1.2 16v over revving

My mate has a. 1.2 clio, 2002 16v thing.

Every now and again as he changes into second gear, the revs rise to 4000rpm. As soon as he changes gear or switches off, it's fine for ages. Then out of the blue, it will do it again.

Anyone had this before?

Could be a sticking throttle body or a loose plug on either the pedal or body.

I'm seeing him Monday. Shall I check both of these things?

Could it be the stupid metal cover at the back of the engine block rubbin on the wiring?
