clio 172 2003 lumpy running

hi i have a clio 172 on a 2003 plate the car has started running lumpy it does not miss fire and has no codes stored in the ecu i did remove the spark plugs today and noticed that the plug nearest the cam pulleys was very black the rest are fine it appears to be vastly over fueling how do these cars regulate the fuel pressure ect any ideas anybody

when you first start it it runs fine for about 10 seconds then it starts running lumpy garage have done all the basics compression test ect

Clean your throttle body.
