The 182 does have the twin exhausts and 10 more bhp (different manifold) but I'm sure you could get a 172 in better condition.

Just go for the best car (service history, mileage & condition) that your money can get you...at the end of the day they are both great fun to drive

pretty much the same car tbh, some people dont like the twin exhaust, and personally i think the 172 is a little bit more discreet.. try and get the best for your budget

they are all the same; just get a phase one for <£5k

Like Neil G said go for best car in terms of service history, the MK2 172 and 182 are pretty much the same apart from the wheels, the extra 10 bhp doesn't really make any that much difference.
