Cold start whine...will this sort it?

Now I know many of them do it, but i remember a time when it didn't so in my eyes it shouldn't.
There is no noise coming from the pulley area and the whine seems to be coming from the sump....oil pump??
Will a new oil pump cure the cold start whine, it seems to have gotten worse over the years and it is really quite loud at the minute. The car sounds like there is a real problem for the first 1/4 of a mile or so.

How much would a specialist charge to do this work. I imagine it just needs a new oil pump, sump gasket, oil.
Having read about what is involved it sounds dead easy but i'm sure there is more to it.

My experience has always been PAS pumps causing this.

The steering pump is new-ish (less than 5k miles)
I remember the whine the old pas pump made and it wasn't this. Also it doesn't change pitch with steering input.

I had my head in the wheel arch when trying to find to the noise and was surprised to find it wasn't coming from any the pulleys but was coming from the sump.

Any idea on the sort of cost involved if it is the pump. Pump £100? 2/3 hours labour? gasket and oil?

Check.fluid and turn steering from full lock to full lock.. sounds like a leak
