Yes but can work out an average hourly rate once you dicide the hours spent on the car.

He just spent about 10k on 2 items, a glossmeter and a dry ice machine (pellets for cleaning) plus overheads. He's well within his rights to charge 7k for spending 100 hours on some Bentley!

Sure, but most end up at £100 a hour. Which imo is still fine for the level he acheives WITHOUT paint.
