Heater issues tried loads! Please help :)

The heaters stopped and never came back on, this was in the summer so of course I left it untill it got cold... But now Its freezing I need to fix them, I've done the usual bridged 1 - 5 on the resistor pack, heaters fire up flat out with no control over the speed, which leads me to think it's a resistor pack, I've tried several packs and A control panel, along with th scuttle wiring for heater system, help is much appreciated!

There's a small computer chip inside the resistor pack. If bridging the wires fires it up then it's worth trying a new chip

It costs about 3 quid from a electronics site and is dead easy to solder on. I did mine a few months ago and it's been perfect ever since
