How freely should my discs spin?

So i am rebuilding the rear suspension.. after fitting everything on, and then tightening the main nut on the disc, i can't move the disc at all, so i untighten the nut a little until it moves, but when i check with my torque wrench how much torque is on that nut , its basically F all. less than 30 Nm. but if i do any more they just wont move at all. they dont move much as it is. All i want to know is this fine, or are my bearings knackered? :s

edit- just adding that these bearing have done 69,000 miles , i don't have reason to believe they have ever been replaced.

yes but i did wonder if i had that the right way round. as the 2 sides are different. one side goes in the hub and one into the disc.
