How to sort these couple of issues?

Hi all, I took the car through a lazy man’s Sainsbury’s car wash today and once the layers of filth had been removed I noticed two things I’d like to ask the best way to remedy.

Firstly, there is a pin size rust dot just under the rear number plate, its minor but prevention is the best cure.

Secondly, under a headlight the paint work looks, I’m guessing, flat?

Im not sure if this is where the tape was when I was sanding down my headlights or if perhaps even a higher grit sandpaper had gone over the tape, I’m really not sure.

What is the best course of action for both of these?

The rest, not much you can do. Its been very badly prepared before painting. If its just been done I would take it back and tell them to sort their s**t out pikey cowboys.
It’s never been resprayed or anything. I’m not quite sure what has happened to it tbf.
 
Second is likely where youve sanded it on the other side of 1" masking tape doing the lights.

Hit it with come coarse cutting compound and then polish it up.
