Ignition to 2 and an engine whine?

I was just having a nosey around the car then.
Key in and turned slightly, no sound from engine

Key in and turn to point just before starting and engine makes a faint whine noise, engines off and nothings moving but this noise?

Ideas?

Throttle body is making that noise. It's normal.
