If i went out and bought a brand new car, week later crashed it because of mechanical failure, suspension arm failure for example, into someones car or even a kid on the pavement, who would be liable for it?

I think McB's right... and even if it was MOTd last month, the responsibility would still lie with you because although on the MOT day it was fine, the week/month afterwards something could go wrong so you wouldn't be able to blame the MOT garage...

One of my mates at college crashed his 306 rallye because a faulty brake disk shattered or something. His insurers inspector comfirmed this and peugeot paid out or compensated for the claim (so I was told)

If you can prove it and its a warrantied fault the manufacturer, often though its extremely diffiicult to prove.

at the end of the day even if you do not conceed liability your insurance company may well have to deal with it as RTA insurers, I see it every day with liability cases.
Insurers would contact the manfucaturer of the vehicle and try and get the outlays back. but they have to prove that there was negligence on the part of the manufacture ie was it a known fault with that model spec
