Is this Cut Wire Normal?

I was cleaning my CPS and noticed this on the CTS..

Is that green wire supposed to be cut?

Yeah, see it on various models across the range! its just a blanking type pin!! That l=plug will fit somewhere else with different pin setups!

The green bit would be a rubber "blank" and designed to keep dust and water out of the empty pin socket in the plug. So they're not actually being "tight" by fitting it- if they hadn't they would have been!
